July 2. McKean yes, Rodney yes, Read no. He is the only man who signed the parchment after voting against the thing it declared. Doubt is data. Do not fake a yes to keep the minutes pretty.

Caution is not treason.

Independence is in truth a matter of timing as much as of right.

Read came from Delaware's court party: wealthy, Anglican, slow to burn the last bridge to London. The radicals were not always wrong. They were not always on time either. Someone has to say wait.

Be the minority on purpose.

For Delaware, having then only two Representatives present, was divided.

His no was not noise. It forced the ride. It forced the record. A rubber-stamp delegation is a decoration. Disagreement is how a small state stays awake.

Haste is a real risk.

We have petitioned for redress in the most humble terms: Our repeated Petitions have been answered only by repeated injury.

He wanted those petitions to work longer than they could. Wrong on the calendar. Not wrong that a break, once made, cannot be dressed up as a quarrel. Count the cost in public.

A no on July 2 is still a fact. Keep it.

The minutes do not grade your later signature as a cleanup. He thought it was too soon. Maybe it was. Record the doubt while it is live. Revisionists will try to unwrite it. Do not help them.

Timing is a principle until it becomes a stall.

A unanimous hall can be a stampede. One recorded no forces the yes to mean something. Dissent is not sabotage when you stay in the chamber. Stay. Vote. Then face the next paper.

August 2 he put his name under a resolution he had opposed. That is not flip-flopping. That is adult government. Once the room has decided to live, help it live.

He did not sulk. He did not leak. He did not start a faction of the wounded. The no was for the debate. The name was for the war.

Read had already voted as if hanging were a live prospect. Then he joined the together. Loyalty after you lost is worth more than loyalty that never had to choose.

The no was July 2. The name is August. That is not hypocrisy. That is a country deciding, and a lawyer joining the judgment. Once the house has spoken, the minority's job is the defense, not the sulk.

Hang together after you hung back.

We must all hang together, or most assuredly we shall all hang separately.

Franklin's line is for the men who hesitated as much as for the eager. The rope does not grade your earlier caution. Get on the paper. The afterlife of a no is either loyalty or a Tory farm.

Support the measures. Do not nurse the dissent.

Unanimous is a later word. He helped make it true with ink. A career of I-told-you-so is a cheap pension. Spend the rest of your life making the yes work. That is how a no earns its keep.

Stay for the Next Charter

To amend the Articles was simply putting old cloth on a new garment.

He had signed independence. He still showed up in Philadelphia eleven years later to replace the scaffolding. Founding is a sequence. Do not retire at the first success.

Build a government that can act.

I have no objection to the system if it were expanded to a general and national government.

He even floated abolishing the state governments. Too far. The instinct was right: a league that cannot tax cannot fight. Prefer a working union to a proud one.

Write the first constitution at home too.

The government of the Delaware State shall be divided into three branches, the legislative, the executive, and the judicial.

Same summer as the Declaration. He went home and framed a state. National fame is optional. Institutional competence is not.

Stay until the machine runs.

He resigned the Senate to accept the office of chief justice of Delaware, which he filled until his death.

The cautious man of 1776 wanted a stronger center in 1787. That is not a conversion. That is a lawyer watching a league bounce checks. Independence without capacity is a pose. Build the capacity.

National fame is a hotel. The state's court is a house. He chose the house and sat it until 1798. A career is allowed to end in usefulness rather than in a larger title. Climb down toward the work.

Mind the Small State

Do not become a cipher.

Delaware would become at once a cipher in the union if equal representation were denied.

He said the quiet part. Large states will eat. Small states will be the meal unless the charter says otherwise. Design against your own disappearance.

The larger states would probably combine to swallow up the smaller ones by addition, division or impoverishment.

He was prepared to take Delaware out of the hall. Bluff only if you mean it. Equal suffrage in the Senate is not etiquette. It is how a three-county state remains a state.

Ratify first, then argue inside.

December 7. Unanimous in Dover. The small state that had feared becoming a cipher became the first name on the new charter. Speed can be a small state's weapon. Use it, then argue from inside.
